The US will limit access to software and source code of AI models
The US plans to restrict access to the software and source code of American AI models such as ChatGPT. New export controls will apply to countries such as Russia, China, North Korea and Iran.

A bill is being developed in the United States that would limit the export of proprietary AI models.
Reason for restricting access to AI
Currently, major AI players such as Microsoft, OpenAI, Google DeepMind and Anthropic are able to sell their AI products around the world.
The US government is concerned that these models could be used to carry out aggressive cyberattacks or create biological weapons. For this reason, the US Department of Commerce is drafting legislation that would seek to restrict the export of closed-source models, as well as the software and data used to train them.
Presumably, the new export controls will apply to countries such as Russia, China, North Korea and Iran.
China's dependence on US AI technologies
China has built its own artificial intelligence industry over the past year and is urging its companies to avoid foreign technology.
Key OpenAI services such as ChatGPT and the DALL-E image generator have not been officially implemented in mainland China. However, Microsoft Copilot, a generative AI service built using the latest OpenAI technologies, is actively used by Chinese users. In addition, China relies heavily on Meta* Llama models.
However, a large number of Chinese tech companies such as Baidu, Huawei and iFlytek are working on their own completely proprietary AI models. Some of them claim that their developments work better than OpenAI's GPT4.
Russia's dependence on US AI technologies
The most popular AI models in Russia, GigaChat and YandexGPT, are based on OpenAI's GPT source code. However, both models were refined and trained on Russian publications and articles. So, at the moment, these models and the chatbots associated with them have a unique API, independent of Western technologies. And the AIRI Institute presented its own multimodal model OmniFusion .
Despite this, some domestic AI developers still use software and source codes from foreign suppliers.
Thus, currently, the development of AI is perceived as similar to the search and production of new oil - a resource that can significantly accelerate economic development. Those who can master it gain a strategic advantage.
