Google has relaxed its plan to require mandatory verification for all Android app developers, including those whose apps are distributed outside the Google Play store. Critics had previously expressed concerns that this measure could effectively prevent third-party software from being downloaded.

The company has currently launched early access to its verification system, but has made significant changes to its policy. According to Google, a special process is currently being developed for experienced users, which will allow them to consciously accept the risks associated with installing unverified apps. This process will include additional security measures to mitigate threats, as well as clear warnings to ensure users fully understand the potential consequences.

Google is also working on a new account type for students and hobbyists. These account holders will be exempt from full verification, but their apps will only be able to be installed on a limited number of devices.

As a reminder , Google initially announced plans to introduce mandatory verification for all developers, even those distributing apps outside the Play Store, in August 2025. The requirements included providing personal information such as name, address, email, and phone number, and, in some cases, providing identification.
