From March 30, 2025, Russians will not be able to contact government agencies by email
A new procedure for submitting electronic applications to government agencies will come into force on March 30, 2025. The corresponding changes were made to the federal law on the consideration of citizens' applications.

In accordance with the innovations in the law “On the procedure for considering appeals from citizens of the Russian Federation”, only the following will be used to receive appeals from March 30, 2025:
- unified portal of state and municipal services (government services portal);
- other information systems of state bodies or local government bodies;
- official websites of government agencies or local government bodies.
However, responses to requests may be sent to a personal account in another information system (or website) through which the request was submitted; to the citizen's email specified when submitting the request.
An exception has been made for the Ministry of Internal Affairs, the FSB, the SVR and the FSO - for them, the possibility of establishing a special procedure for sending citizens' requests is provided.
"If previously, to host their information systems and websites, they only needed regular hosting, without additional protection, now they may need to receive and process personal data on these resources. This requires hosting that meets the legal requirements for ISPDN, GIS and ISOP."

The current legislative measures to combat anonymous and unreliable requests are insufficient, since the obligation for government agencies to consider requests and provide a response remains, and this entails a colossal burden on government agencies. It is assumed that the changes will have a positive effect on practice: due to the introduction of identification, the volume of anonymous and unreliable requests will be significantly reduced.
